ISS Mining proposes the development of a cutting-edge AI data center in the Catarina area of Dimmit County, Texas (Rancho Encantado site), leveraging the region's abundant energy resources in the Eagle Ford Shale to support high-performance computing for artificial intelligence (AI) workloads.

Scalable, High-Performance Facility

The data center will host GPU-intensive AI workloads (e.g., NVIDIA H100, 6,600 GPUs/pod, ~92,400 total, ~20–140 kW/rack), capitalizing on the global AI data center market’s projected CAGR of 20–30% through 2030. Dimmit County offers competitive advantages, including affordable land ($3,000–$5,000/acre for 5,250 acres, preserving 3,750 as huntable habitat), low cost electricity ($0.08/kWh base), and proximity to renewable and gas resources.

The data center will scale to 14 pods by 2028, with each pod drawing 14.3 MW (12 MW IT, 1.011 MW cooling, ~0.5 MW ancillary), totaling ~200 MW facility-wide. Power infrastructure includes four CHP units (three active at 120.66 MW electrical + ~44.16 MW thermal each by full build, one standby, ~362 MW electrical + ~132.48 MW thermal total) and ~284 MW solar (expanded from initial 103 MW in Year 1).

 

Each active CHP unit consumes ~345.5 MMcf of natural gas monthly ($3.02M/unit at $0.85/therm base), primarily from Blackcomb, with thermal output supporting absorption chillers for 20–30% cooling savings ($35,405–$53,108/month). Flare gas offsets, capturing ~34 MMcf/d, reduce reliance on pipeline gas while curbing methane (6.8% of Permian's 500 MMcf/d flared). Cooling utilizes hybrid direct-to-chip liquid (75%, ~0.3 kW/ton) and air (25%, 0.4 kW/ton) systems, requiring ~738,030 kWh/month/pod (3,109 tons). Staffing scales to 87 FTEs by Year 2 ($5-7M payroll), including datacenter operations (22), electric plant (32), and overhead (8), with training ($5,000–$10,000/FTE) addressing AI skills gaps. Fiber ROW along I-35 facilitates connectivity, with TxDOT permits streamlining deployment.
